Changing a Culture is a very complicated thing, first, you need to westernise them introduce them to “individualism” versus “collectivism” then 2000 years of deep-rooted Christian morals, then Hollywood movies, and porn, social competition and possessiveness e.t.c
And then, when the concept of body, tongue, touching, kissing has a different meaning, then it will start perceived as sexual, disgusting, and therefore immoral or illegal

The meaning of this common expression used to tease children is completely lost in cultural interpretation. The Tibetan joke "Che le sa” translates to “Eat my tongue”, in Dali's broken English uses the wrong word "suck". Tongue is the most holy organ to recite Buddhist texts, oral sex is taboo. When a child asks for a gift, the elderly replies I’ve given you everything so the only thing left is for you to "eat my tongue”.
